This style is not in the PSS catalog, so I guess it's not a precancel. It's so pretty - italics and delicate - that I wonder if anyone knows anything about why it was made / its use.
This appears on many different denominations. It was listed in the early catalogs but with subsequent research determined to be a fake [not a post office product] and deleted.
