Perhaps, but a simpler explanation is that the ones with planes on them are airmail stamps from the May 1934 issue commemorating the 2nd World Soccer Championships (Scott C62-C65).
Every stamp has to do with soccer too. 10+5 L stadium Bologna, 5+2.5 L stadium Rome, 50 c stadium Torino. And what has to do Garibaldi with an airplane? See 1932, 50 comm. Garibaldi 4.5+1.5 L (Mi. nr. 407).
