It's a voluntary postal tax stamp. It's not listed in SG or Scott, I guess because it's use wasn't obligatory. There's a note about it in Michel.

It looks like King Carol II to me. That should put it in the 1930's.
The design seems to fit that time as well, but I don't see anything that looks any thing like this in Scott.

I suspect that one of our cinderella experts will know the story behind this stamp.
Probably some thing to do with the A.R.P.A. (Aero Romania Pilots Association?)

APRA= Asociatia Romana pentru Propaganda Aviatiei (Romanian Association for the Propaganda of Aviation- err...approximatively)
1931
There is another, larger stamp, same design and value (1 Leu), blue.
Indeed Carol II, and it`s voluntary. In fact it preceeds the 1931, 1932 and 1936 issues (because those were compulsory .`Timbrul aviatiei`&`Fondul Aviatiei` issues), that`s why they`re referred to as `PRECURSOR`.
Paper thin, white, unwatermarked. Perf. 13 1/2.
Picture`s size: 12x20 mm (larger blue: 17x28 mm)

My 1946 Sanabria lists it as Aviation Fund, for the promotion of aviation in Romania, and says that "its use was compulsory on all mail to the interior of the country during certain times." Maybe additional information has come to light since 1946.

In 1946, the larger stamp was priced many times higher than the smaller stamp.

Yeah, but like all taxes and fees, they don't stay "voluntary" after awhile...

As it was shown with a coin, here`s a link

http://decoratiiromanesti.blogspot....-pentru.html
showing an `ARPA` medal, plus a few additional information. As the english text is a bit faint, here`s a copy:

Quote:
Circular bronze medal with loop for ribbon suspension; the face with the head of King Carol II facing right, circumscribed 'M. S. REGELE CAROL II. AL ROMÂNIEI' (H. M. King Carol II of Romania), signed 'R.FÖSSLER'; the reverse with the letters ARPA (for the Asociatia Româna pentru Propaganda Aviatiei) and the dates '1927-1933' above and below a stylised wing, circumscribed 'ȘASE ANI DE MUNCA PENTRU FLOTA NAȚIONALĂ AERIANĂ' (Six years of work for the National Air Fleet); on original ribbon in the national colours of Romania. The Association was founded in Bucharest in 1927 with the aim of popularising flying. It acquired more than 40 aeroplanes and was active at the Baneasa, Clinceni Giulesti, Otopeni and Popesti-Leordeni airfields around Bucharest and elsewhere in provincial centres such as Alexandria, Cluj and Iasi.
