As most of you know, I pay my SCF auctions within minutes
usually, after getting the members bill.
I always add 50c to offset ebay fees as well.

I have sent one payment to the given paypal address
the SCF member did not claim it, and has emailed me for payment?

How can that occur?

I received payment from another member, and I get a flag
"60 days available for refund"

What's all this funny business? I just wanna pay my bills and get on with life.

That's standard procedure. When you receive a payment via PayPal, of course you don't get 100% of the amount - PayPal takes a commission, 3.5% or whatever it is. If for some reason you need to refund part or all of that payment, then you get a corresponding reduction in the fee taken by PayPal.

For example, I build sports equipment. Sometimes I'll get multiple customers who all want their stuff sent to the same place, the site of their training facilities. I bill them for full freight costs, and after I get it figured out who wants what shipped where, I can bundle together the stuff that goes to the same location and refund those buyers the savings in shipping (that can be quite a lot for cross-border shipments because of consolidation of brokerage charges - some of my customers had their shipping charges reduced by 70%). As long as I do that refund within PayPal's 60 day window, they'll process the refund for no extra fee, and will eat their share of the commission they had originally taken.

Last week I sold something in GBP, and when the buyer paid me, PayPal prompted me to accept, refuse or defer the payment. I think it might be because they charge an extra fee for the currency conversion into Australian Dollars.

For a 6.95 sale, they deducted 0.41 in fees... but only after I had accepted the payment.

When I receive a payment here in Australia in Australian Dollars, I don't have to go through the process above.

I might have all this completely wrong, but it was how I saw it.

The only thing I can think of is that the currency you paid in may have been Not the currency what the seller expected. They may not wish to pay the currency exchange PayPal fee of 2.5%.

I have found on eBay that people like to deal in their own currency. When you move in other currencies a lot of people are uncomfortable.

Myself, I don't mind, part of doing business and all that. You lose a small bit but you gain a sale and that's what I want, more sales.

When I pay in a foreign currency I always pay the fee. If someone is asking for or you have agreed to pay a certain amount then that is what the seller should receive.
It is a very simple premise - act as you would expect to be treated.

I see no problem with asking for gift option though for such small amounts.

There is no fee for currency exchange, but the Paypal exchange rate is a bit different to the daily [Bank] rate.
However, it is small enough, for me at least, not to calculate it into a sale.
