Are inverted precancels valued any differently than upright?

Yes they can, but really only to the most intense precancel collector!
In the earlier days of precancels this was very popular!

Some inverts are valuable but the majority seem to be very common. I may be wrong but I think most are due to the printing method of the precancel, such as printed on equipment that could only print half the width of a pane. The pane was then turned 180 degrees to print the other half resulting in a 50/50 invert and normal precancel on a pane of 100.

Neither are many (most?) double and triple precancels very valuable. Lots of these were often Local Precancels that were actually rejected scrap and never used. I have lots with poor impressions of which many were obvious attempts to reprint over poor impressions. Most are MNH full original gum.

Valuable or not, there are also precancel collectors who would strive to obtain both regular and inverted specimens of precanceled stamps for a given city or town.

For handstamped precancels, inverts are usually less desireable.
For printed precancels the best you can say is it varies. For specialties where the true scarcity is known - like DLE's double line electros - there can be a large value difference. Example from the DLE catalog:
