1908 Postcard With Tiny Envelope Affixed To Picture Side

As I was going through my postcards I thought it was interesting that this one had two 1 cent stamps. Wasn't sure why, then turned it over and saw that there was an additional note inside a tiny envelope affixed to the picture side of the card. Would that impact the rate, or would the additional 1c be for something else?

If that little envelope contained a small (greeting) card with "glitter" on it, it could not be mailed as a postcard. See if there are one or two specks of glitter down at the bottom. The Postmaster-General ruled (year unknown) that postcards could not have glitter glued on, as it interfered with the cancelling machines, so it would be sent as a letter at the letter rate, and would have had to be enclosed. This is the only theory I have at the moment.

This is the type attachments that came under the regulations DOUG2222 discussed; I've seen similar (with mini-envelopes & messages) travel at 1-cent-unless these were just missed by the P.O.

Attachments change the card from post card or postal card to first class mail. Some post offices were anal about it, others not. Glitter on the card is another situation. A post or postal card on glitter on it could be mailed in a glassine envelope with a cut-out to allow canceling of the stamp or cancelled at the counter and then placed into the glassine.
