This RH4 was in a revenue lot just common items. Would you consider this an on piece item? Does the cancel of the stamp need to be tied to the piece?

I do not know the answer to your question, but the color of the cancellation makes me worry! It looks like it may run when you try to soak it.

This is on piece. It does not have to be tied, they usually weren't because they were probably cancelled in the sheet first and than applied. Nice item, and not common even just on a piece.
