Ole Jeff Davis I'd say

Edit: after I posted this I took a look at some Jefferson Davis images. Mostly they show him with the chin whiskers. That doodle probably isn't him.

Clerk, taxpayer, business owner, it's all the same... and we'll never know who the doodle was supposed to be, or if it was even intended to be anyone specific.

Really neat but I it appears that the doodle ink and date ink are different.
