60, I might be wrong, but I think the powers like the image to be provided to them.

Yes, just scan the image in the correct size and format, hit the edit icon on your original post, and upload your image. It may a few days or weeks, but your avatar will be changed.

The time varies greatly. So, I would say give it a week or two before requesting again.
