I have this stamp Scott 699 perf 10 1/2 x 11 that has multiple horizontal lines across the water fall. But not like the bridge variety on Scott 568. What are these?

Here two more images of this stamp. Is that a double transfer up left corner?

Yes, my opinion is that it is an inking issue. If it had been a constant plate issue more copies would have surfaced after all these years. Thank you for posting.

Thanks Don. Can you comment about the upper left corner if it is a DT? I couldn't find it in Loran French's book.

That gave me pause when I first saw it. It does not appear to be the same inking issue as the other lines. It 'looks' like more of a plate issue but unless we can uncover additional examples that would be a hard sell. Is certainly something to look for in other stamps.

Thanks again! I have to admit this forum has opened my eyes to a lot of varieties I never knew I had! I thought I would just sell my unwanted quickly but then I found out people are willing to pay more if I identify correctly. So here I am spending many fun hours exploring and researching varieties.
