I was told this was a Scott #20, but I can't convince myself. Need some help here.

I think it's a Scott #18, Type I, from Plate 12.

Looks like an #18 to me too. Very unusual color for a Plate 12 stamp. I suspect a cleaned cancel that faded the color badly.

Definitely some washed out appearance. The back looks wrong too.

There is clearly a mark on there, which could be a cancel. I tried retro reveal, nothing additional there. Here is the back. The gum is highly questionable.

Just for context, I purchased a collection, and I'm breaking it down. This stamp was highlighted in the auction listing as a 20. What I thought I saw was that the the visible balls as the bottom looked rather complete. That didn't seem right for type ii, but I hesitated to say type i. It appears I was on the right track, I need to be vigilant with this lot. You guys are great and very appreciated.

The top ornaments and secret mark in medallion oval together point to Plate 12 Relief B or C, and you are right, rlsny, that the bottom right ornaments are too complete for Relief B, hence Relief C (Type I).
