What is it about the stamp that leads you to believe that it may be a proof?

The perfs on all four sides do not look right, I think they are added. The gum does not look right, I think it was added. The color seems too bright for the issued stamp.

Look at how sharp all the lines of the design are, such as the shading behind the shields and the shields themselves. And every line in the portrait. Also look at how thin the paper is, even in the scan where it is face down the design is visible. Notice how large the margins are, too large for the issued stamp. And I still don't like the perfs. You could send it in for a cert, but I still think it's a proof.

It's been at least reperfed at the bottom and regummed IMO.
