It is a card.

Here is a somewhat larger look:

The postmark is July 1918, 1PM. I see a "1" regarding a day of the month, but can't make out the second digit. Apparently as early as July 10 and as late as July 19.



A postmark on the other side reads July 12, 2:30PM.
