This is called a "perfin" which is short for perforated initials. Companies and government agencies punched their initials on postage stamps as a security device primarily to prevent employees from taking them for personal use or to sell outside the company.
Perfins can be found on stamps of many nations, particulary older stamps; I don't remember seeing any on more modern issues from other countries. Some people collect them.
