I'm assuming this is a stamp because it sais "This US Stamp"

Can anyone enlighten me on these? Were very many of them made?

1991 Scott #2521 (4c) bister & carmine make-up rate change stamp CV 0.20
This is a stamp which would be worth perhaps 10X more properly used on a nice cover postmarked during rate change from 25c to 29c in 1991.

I like that. Hmmmm. Something to look for at the next stamp show. That's just an unusual stamp.

I know that I ought to remember that one, but I don't. I guess it's because stamps have just recently began to really interest me although I have been saving ones that I clipped off of envelopes off and on for years.Thanks for sharing this piece of history!
