Usually the puzzle pieces I have seen on stamps are used to represent ideas or countries joining together and forming a new community or idea. There are probably also puzzling puzzles on stamps just for the brain tease or the sheer enjoyment of a puzzle.

Canada's as yet unissued Mental Health stamp.

While I still carry around a basket of sour grapes for not winning the competition, I will admit, it looks pretty nice.

Just got my Details magazine from Canada Post the other day and it has an article about the above mental health semi-postal issue in it. Release date Sept 6, 2011.

They are going all out for this one, and I don't blame them. Quite a striking stamp. Colourful and contrasting at the same time.

Booklet of 10 self adhesive stamps:

And a souvenir sheet (water activated stamps) and a FDC with pics of some of the other entries in the competition.

Definitely on my to get list.

Great Britain has a set of three representing the European Common Community I think. I have them, just can't find them. Put them in a safe place darn it all.

I believe the USA has a crossword puzzle stamp.

Canadians should remember the 1996 issue Literary Campaign, which has a jigsaw piece missing in the middle of the stamp (SG1699).
Great Britain had the European Communities set in 1973 (SG919-21); also the Charles Darwin anniversary set in 2009, shaped as jigsaw pieces.

In the USA, January 29 is National Puzzle Day! Here is an image of a first day cover and a stamp commemorating the first crossword puzzle (in 1913), designed by the late American artist Howard Paine (1929-2014), printed by lithography, and issued by the USA on February 1, 1998 to as one of 15 stamps in the 1910's pane of the "Celebrate the Century" series, Scott No. 3183i. Bonus: Hand.
