The souvenir sheet contains two stamps showing puzzle pieces in the shapes of countries on the world map. The two self-adhesive stamps themselves are die-cut in the shape of puzzle pieces.

Using a puzzle and an umbrella to symbolize the OSCE (Organization for Security and Co-operation in Europe) is a clever idea; one piece is not yet quite in place.

The year 2003 was designated the European Year of People with Disabilities (EYPD) by the European Commission. The year will drive progress towards achieving equal rights for people with disabilities. Attention will be focused on the many areas of European society where barriers and discrimination still exist for the one in ten Europeans with a disability.
The puzzle design emphasizes the integration of people with disabilities into the society.

Solidarity Community Program

The Solidarity Community program was launched by the Brazilian federal government in 1995 to fight hunger and poverty. It was closed in December 2002 and replaced by the Zero Hunger Program.
The se-tenant pair uses a background of interlocked puzzle pieces to represent solidarity community. The themes of a map in a man and vice versa convey the interdependency between individual citizens and the country.
