I have a U35 with a curious inking issue. Not sure what to call it.

I am having difficulty determining the color of the paper but I've settled on Scott W120a. Could be wrong. Initially thought I was looking at residue from a cancel but closer examination suggests otherwise. Simply a case of overinking or something else?
