Tks. I see it as O97, but did not know what "SERVICE" actually meant. Do you mean Official Gov't Service? Also makes note of a type "a" and "b" Service. But I don't see a difference in the type a vs type b.

Look at the catalogue images of the overprints , the size of the overprint differs, "a" is smaller typeface

rod222 - tks for the scan of the BOB. I did not think to look there at all. Your scan is a better explanation than what my 2019 Scott catalogue has....
