It is a Consular Service Fee Stamp. Probably RK36? They are listed in the Scott Specialized Catalogue toward the back of the cat.

I realize this discussion is kind of old, but I have a question. I don't see an RK classification in my Scott's Sepcialized 2017 at all. I have some Merican Consular Service Fee Stamps.

Floradd, welcome to the forum. Look under the heading "Revenue" in the index. There is a whole bunch of "R" prefixes

It is a Scott RK29..Finally found it.
It is a U.S. Revenue stamp issued between 1925 and 1952. These stamps are also inscribed "FOREIGN SERVICE".

It's a Consular Service Fee stamp indicating fees have been paid, as determined by the Department of State, for consular services, usually documents, such as passport fees, birth or naturalization certificates, and so forth. Listed under the "R" rubric in Scott. Good stuff!
