Here are images of the two similar stamps in a set depicting an allegory of "Worker and Industry," featuring a section of a cogwheel, printed by lithography, and issued by Syria on May 1, 1975 for Labor Day, Scott Nos. 704 & 705.

Here is an image of an engraved stamp depicting cogwheels and a factory, and issued by China (People's Republic) on May 25, 1958 as one of a set of two similar stamps commemorating the 8th All-China Trade Unions Congress, held in Beijing, Scott No. 348.

The United Jewish Appeal (UJA) was a Jewish philanthropic umbrella organization that existed from its creation in 1939 until it was folded into the United Jewish Communities in 1999. The organization supported the needs of the overseas Jews.
The stamp design uses cogwheels to illustrate the services and resources provided by UJA.
