So a friend gave me this post card recently. The picture side says Happy New Year in French (I had to look it up). The post mark says 1917, so I'm wondering, is this something mailed from the front in WWI? What can anyone tell me?

German Occupation of Belgium, Scott's #N13.

The "militärische post uberwachungsstelle" is a military mail "monitoring" station or center

Luttich is likely the town of "Liège" Belgium

Postmark "Angleur" is a section of the Belgian city of Liège located in Walloon region in the province of Liège

Freigegeben = Released

So your post card was sent in German occupied Belgium; reviewed by the postal service censor in Liege; and received an approved cancellation to forward the card to the addressee.

Perhaps someone fluent in the language can be more informative.
