No idea Geoff, I was thinking Dead Letter Office. I have emailed a Portuguese Stamp Soc, crossing fingers for a response.
The dated biro, on the cover may be a clue.
The label looks dated for a 1961 cover, and its position on the stamp is unusual. |

If it has been opened in transit, you would expect 'aberto.' It reads 'to be opened.' It may have been destined to be opened, but whether in transit or at the receiver's end?
Maybe marked for censorship. This was sent during the dictatorship of Salazar. |
