From another thread, SCF member Bailey,
we note perhaps a rare postmark.

Shall need assistance from any Australian specialists, I am not, as yet, entirely confident of reading / understanding the Victorian Specialists catalogue.
For the students of Victoria, Australia.

Code:
LDL = Large Dateline
Framed = Circle (I think)
0 0 or 2 2 = Numbers of arcs in the postmark (I think)
RRR = 1-4 copies known
C = common
Any corrections welcomed. (I would have thought this Pmk common)
Postmark : Federal Parliament House - VIC 27th Sept 1920...Punctured OS = Official Service.

Update: Sheesh. just noticed the 2 arcs, either side of VIC, I was so used to seeing large arcs in West Australian Pmks, I missed these.
Perhaps the common Pmk.

You must have an out of date Roos as there is no 17(1)ha listed in the current Roos.

If you are quoting from an older version ha was the designation for a subdtituted cliche.

This is definitely not a substituted cliche nor could it be as the stamp you show has a July 1913 postmark and the substitution did not appear until the November 1913 printing.
