I cannot figure this one out.

The spacing between the bars is 13mm, which rules out 259, 471, 513, 704, 821, 841. And it doesn't appear to match any of the four locals.

Hence, that leaves 622. And based on the heights of the City and State fonts (3mm and 2.5mm, respectively) that would seem to be the case. However, the State font does not appear to be "slightly serifed".

Any help is appreciated.

PSS-622 for sure - the serif's are slight, and hard to see on a black stamp. Best seen on top of M and first S.
