For any country?

And given the fact that no two hobbyists seem to be able to determine perforations the same way (given variance in catalogs, tools, and eye sight)... what constitutes a 'new perforation found'? How do we tell the difference between a legitimate new perforation found and user error?

Love those Morse code perforations! As the picture shows, you must have a vertical pair to appreciate them. On a single stamp, they will just look like damaged perfs.
