Swiss Sc# J19 Broken Zeros, Inking Error Or Plate Variety???

Here is one that I have been wondering about. Has anyone seen this variety before? Is it just an inking error or constant plate flaw. Both zeros are missing ink at their bottoms. Opinions? Thanks! Wolf-==-

Yes, just a lack of ink. There are numerous varieties of these stamps though since quality control for postage dues was not very strict
