Yugoslavia: newspaper stamp, issued 1919-20. Comes in two printings.
Peru: Plebiscite Fund obligatory tax stamp, issued 1928.

hi: 1st stamp looks like early yugoslavia(Kingdom,Serbs,Croats & Slovenes.
