Scott's lists both as postal cards. There's no separate sections. Scott UX151 (1st one) and UX127 (2nd). There's actually quite a large number of picture postal cards from the U.S. starting in the 1990's that were sold in packages from the USPS starting with the Legends of the West set. They aren't the earliest ones, but definitely started the trend to have a matching postal card set for a number of the multi-design commemorative stamps.
I believe the picture postal cards are sold as revenue producing products, because they typically do not see postal use...except rarely by stamp collectors.
Aren't all of these picture postal cards sold at a substantial premium over face?
