I call shenanigans. The first plate number is in a strong yellow and clearly visible. The Colorado and Arizona flags clealy show yellow. The Maryland flag shows pale yellow and even the Rhode Island flag shows as pale yellow. At best, it's a minor freak (and thus not Scott listed), interesting, but not such a big deal. I could suspect this was stored in bright light, maybe framed and matted so the plate numbers were not exposed.
I agree with the previous posts. In addition, whoever buys this should do so only with the caveat that they may have it expertized ... and, if the cert comes back with the expected news that the sheet is a "changeling" as opposed to an error, that a full refund is guaranteed.
Obviously not a color omit error as (stated above) the plate number is clearly visible where it should not. First thing I looked for with an intact sheet.
