I read one is vertical and the other is horizontal which I don't understand. How do I determine if these stamps are 1930 or 1931. I would assume the latter at least in most of them.

The 1930 issue is perf 11 on all sides. The 1931 rotary press printed stamps were perfed 11 x 10.5 and is taller. The design of the 1930 stamps is 19 x 22 mm, the 1931 design is 19 v 22.5 mm.
Rule 1, keep it simple: The 1930 issue is perf 11. The 1931 issue is perf 11 x 10.5. It is only necessary to gauge the long side to differentiate them.
There will be far more of the 1931 issue. There are other subtle differences and reasons for these differences, some noted in the other posts above, but perforation alone will separate the 2 issues.
J69 - J78 were printed on the flat plate press and J79 - J87 was printed on the rotary press. J69 - J78 are perforated 11x11 and J79 - J87 are 11x10½.
J69 to J78 were issued in late 1930 and early 1931. J69 - J76 were used for less than a year and the replaced with J79 - J86 in 1931 and 1932. J77 was replace with J87 in 1956 and J78 was replaced the J101 in 1959.
J69 - J76 had very low printings. For example, there were 4 plates used to print J75 with only 1000(!!!!!) impressions each. These were 400 subject plates. 4 x 400 x 1000 = 1,600,000 stamps. These were used up very quickly.
I often see eBay sellers and sometimes even professional stamp dealers getting them mixed up. Below are scans of J71 and J81.
Just from the color these look like J86 to me. To be sure you'll have to measure the prefs. If it's J86 it will be perfed 11x10½ and if it's J76 it'll be 11x11.
