This stamp looks to me like a Plate 8, Relief "D". I think that I can see a faint horizontal scratch in ornament H that would be a match with 39R8. An area that I thought would be helpful to differentiate the "D" relief positions is the top label - particularly the "S.P" of US POSTAGE, but nearly the same marks appear on many positions. Any other suggestions are welcome.
widglo46 - that is a tough one. I am mildly leaning toward 40R8 with the perfs cutting off the inscription. I have highlighted the areas of your stamp that point to 40R8, but ...
I especially like the dip in the top center and bottom center labels.
Casper123 - Thanks for the help. I like you choice of 40R8. The dots by ornament "S" are a particularly good match. Doporto's example of 40R8 also shows a faint line in ornament "H", as in 39R8.
