Philadelphia, Pa, Is This A Precancel At All - Help Needed

In a new lot I found this rather large cancel. I cannot find it in the PSS catalog. Is it at all a pre-cancel?
Vitals are:
Font ?? 3 mm
Dist between lines 13 mm
Town 22mm, Comma after town
Dist between town and state 2,5 mm

Can anyone help??

I believe it is a roller cancel, used for large envelopes and parcels

The vertical line between the horizontal bars is the indicator of a parcel post roller cancel and not a precancel.
