Precancel 61 With Bars?

Hello again
My co-collector asked if this could be bars. Bars are not listed for this PC, but you CAN see white in both ends.
What can it be then…?

This is a stamp which shows the break between the precancel devices, which causes a break. You'll note at the left you can see the bar from the previous stamp and that it is not perfectly lined up with the bars on this stamp.
