This is an official stamp. Scott only lists printed O.B. overprints but mentions these. Philippines officials come rubberstamped (like this), in different colors and typefaces also, plus exist typewritten and even handwritten. These are fairly common.

This is from the bottom row of a pane, straightedged and showing a guideline/cutting line, just like US stamps of the time period. Normal and nothing special there.
