I see horrible centering, weird color, bad inking, pitted plate, doubled lower frame line, possible DT...it's a veritable smorgasbord!

The color may be a chemical alteration, particularly since the hand cancel shows signs of being lightened. But yeah, there are some interesting things going on with this otherwise. Looks like there could be a plate scratch in the left side as well.

1) There is a double transfer. The double frame line is part of it.
2) Something fell or spilled on the plate, causing damage. That is the reason for the pitting and scratches in the bottom left quadrant.
3) The color is natural, it is one of the lighter shades of blue used in the later printings. The cancel has not been lightened, it's just naturally faded.
4) The paper was probably just a bit more moist then usual when it was printed, so it is just a bit blurry as well.
All in all, an interesting example that is nice to have found.
