Sad story.
The thief was breaking into Post Office boxes.

I don't understand how other people wouldn't notice! Is it that no one wants to get involved? Too busy? If I saw a man with a crowbar opening multiple boxes I would most definitely say something. If he was a construction worker or a worker of the USPS he'd have the key or be getting the parcels from the back. Oy vey!

The fact that he did it twice is insane - you would think anyone walking in with a crowbar, hammer - whatever - would look suspicious!
