I can't tell which country this is from, although I can tell it's 5 francs. Does the handwriting mean anything? What about the numbers stamped at the bottom? Also, I can't quite tell if it's been cut at the top. What do you make of it?

Just a guess, maybe a fiscal stamp from Belgium??

Right. Half-part of a belgian revenue stamp,with pen cancel.
