its got perforations but looks like fakes, labels or stickers to me.. any clues?

They are Accessories. Most stamp dealers used to sell these by the sheet. They were updated at regular intervals as new countries became independent or as flag of some countries changed.
Collectors (including me) tended to use them as the "header" on the first page of whatever country.
Gibbons also sold sticky labels with the names of live and dead countries "Aden to Zanzibar" so that was also a "header" and tidier than being hand-written.
It is some time since I have seen a sheet of flags.
The most recent self-adhesive flags I have used was from a childs reference book.

Yeah, I haven't seen these since the '80s. Nostalgia for me. My Harris Catalog had spaces for these on the inside covers. :)

AravindM - If you want a real set of flag stamps, just get a set of the U. N. Flag series. Has been a series running for many years, out of the U.S. U.N. office. When new countries become a U.N. member, the U.N issues them as stamps. Contact me if you want any.

Besides the flag series, the UN now also has a running set showing the member countries' coins as well.
