I bought two booklet panes on eBay and one was listed as 2531A and the other is 2531Ae. I noticed on the 2531Ae pane that the stamps have brownish paper and the flame is a little lighter in color and with the 2531A the paper is white and the flame is a little darker. Were there two versions of this stamp?

The 2531A comes in 2 booklet pane types: 2531Ab and 2531Ae. The difference between the two is in tagging, not the paper.
Can you post some images of the two panes?

Also, do you have a UV light to test the two tagging types?

Actually the two versions are printed on different paper types.

The 2531A (2531Ab full booklet pane) is printed on an essentially dead paper. When viewed under LW UV (black light) the paper appears a dark purple/purplish gray with sparse luminescent threads visible. The luminescent threads glow blue under the LW light and are easily visible under 10x magnification. It is also solid tagged. The paper appears white under normal light.

The 2531Ad (2531Ae booklet pane) is printed on a dull fluorescent paper. When viewed under LW the paper appears ivory with no luminescent threads visible. It is overall tagged. The paper appears ivory under normal light as well.
