Just pulled this from an auction lot I received yesterday.

Can anybody explain the holes? I looked online for examples and can't find any punched like this.

I was curious what 20 pounds of tobacco equates to. About a gram a cigarette, that is 453.59 cigarettes to a pound, times twenty pounds is 9,072 cigarettes. With 32 cents worth of taxation...

I believe it is a cut cancel. I've read that multiple punched holes in the shape of a larger circle were commonly used.

This would be pipe tobacco rather then cigarette tobacco. Obviously a wholesale quantity.

They, along with the tobacco strips, were used for the same categories of tobacco, mainly loose, pipe, and plug tobacco. It should also be noted that the tax was 32 cents per pound so the tax in this case was $6.40. The 32 cent tax rate was for tobacco without stems. Tobacco with stems was taxed at 16 cents per pound.
