I assume that is a dividend coupon from the norwegian whaling company "Antarctic A/S"
No mention of "fish" in the text.

I think this was clipped from a bond. Typically bonds paid interest twice a year, and the bond holder submitted a coupon which was kept by the company as proof of payment. This one does not appear to have a serial number so it may have been taken from a sample bond.
