Double oval cancel or PPO parcel post oval. Handstamp used for parcel post, registered mail, special delivery, etc.

Thank you for your reply. Yes I thought it maybe a parcel post cancel, could the 3 be for Philadelphia? I thought it maybe scarce or rare in that format
