I don't think this sheet was connected with a Government Postage Stamp Printers' Conference -- at least there is no indication on it. I would contact the Bureau's Historical Research Center for more information: https://www.moneyfactory.gov/histor...sources.html

I'm guessing you never heard back. Unfortunately, the HRC appears to have been suspended during Covid, while the BEP focuses exclusively on currency production. All the ancillary collectors products have been suspended as well, such as souvenir cards and intaglio prints.
