Question About Austria Postal Stationery Rates To Foreign Countries Around 1912

Recently I found two Austrian commercial covers mailed from Vienna in 1912 or 1914--the year is not clear on either cover The postal stationery items (preprinted envelopes) are denominated 10 Heller (to Stuttgart in Germany); the other is denominated 25 Heller (and is addressed to Zurich, Switzerland).

Both are technically foreign destinations. My question is were the rates to Germany that much cheaper (40% of the rate to Switzerland) or maybe I'm missing something. All comments are appreciated as I don't have a lot of experience in Austran foreign rates and destinations!

The Austria Netto Katalog Spezialkatalog shows the Ausland (foreign) letter rate up to 20g as 25 Heller from
1.01.1900 to 1.09.1918

It mentions that Austria had a postal agreement with both Germany
and Italy but doesn't mention what these reduced rates were.
