Sorry, this is not even a #25. Type II (#25A) has a frameline going all around the perimeter of the stamp, not just in extended vertical lines like Type III. This is a #26.

EDIT: If any of you go by ancient Scott catalogs, or see someone's old notes on a glassine, the type numbers have changed for this issue. There used to be be no #25A -- it was just a variety of #25 found only in the US Specialized. I don't know when this change was made.

Nano, To back up a little bit. Over the past few weeks you have posted numerous U.S. stamps. May I ask what catalog or on-line resource you are using in your ID efforts? The more we understand your sources and thinking process the more effectively the guidance can be.

hy-brasil, the change you are referencing took place in the 2008 Scott U. S. Specialized catalog.
