Probably, very common, but guessing best not to try to remove the tape?

Common stamp on postcard. I wouldn't try and remove anything, I'd leave as is. Postmark looks like Lakeport N.H.

Yes, I would also say leave it as is to avoid making things worse.

The bridge is still there today, looking much the same.
