With my new custom pages - created using AlbumEasy - generally following Scott # order, but breaking it out by period. So for Austria, the regular stamps up to 1918, then all the BOB stamps, then the same for First Republic (to 1933), Federal State (to 1938), etc. Prefer this to a pure Scott ordering as used in Steiner or Palo, as it does keep the BOB stamps somewhat separate, but keeps them generally together in the same period. But as others have said, no way is wrong, so long as you like your system - and of course you can always change your mind too!

Thank you, ma'am. Black pages ARE attractive, but they cost more, and are very unforgiving when you make mistakes. They're also inappropriate for humid climates. On the other hand, they're much easier to use these days. In the '60s, they required a dip pen and a bottle of sludgy white ink. Now there's the magic of the white gel pen.

I also use Steiner album pages and follow Scott order. However, if I had my preference I would put airmails and semi-postals with other general issues but not worth the effort.
