It looks like it was a special thing done for the Century of Progress cachet.
Anyone seen this before?

Cut up souvenir sheet. Having fun with the imperf and bisects from the S.S. Paying 3.5c Nice looking cachet!

Edit: miscalculated- as pointed out 3c total.

These kinds of bisected covers were popular in the 20's and 30's, collectors made a lot of them.

Force, PA was a 4th class office at that time without any carrier delivery. The rate for such local letters at offices without carrier service was 1 cent. The mutilated stamps masquerading as bisects have no postal effect as the cover is fully paid at 1 cent.

I think your math is off. Half of 1 cent is .5 and half of 3 cents is 1.5 when added together equals 2 cents. Add the 1 cent stamp and you have 3 cents.
