As far as I can read a little cyrilic, I would say that it's from Makedonia's (also, known as "Former Yugoslavian Republic of Makedonia or FYROM" and now as "Northern Makedodonia") Red Cross.
The Macedonia item is noted (but not listed) in the SG catalogue following the 1 dinar "Anti-AIDS Week" obligatory tax stamp, SG 123, from 1st December 1995:
"No. 123 was accompanied by a 30d. miniature sheet, perforated or imperforate, containing [the same design as SG 123] but without the top inscription, country name or face value."
The SG 123 stamp was for compulsory use from 1st to 7th December 1995.
